The TS16949 is a crafty piece of work that specifically states the industry requirements for automotive industry suppliers.  Handily, the document states that the supplier's customer may have more, additional specific requirements that are over and above the requirements that are called out in the TS itself.  Therefore,  the TS specification itself, does not include all of the requirements needed to be a compliant. conformant supplier to the automotive industry. 

Yes, that's right, you need to know the customer's specific requirements in order to become certified to TS16949.  And, brace yourself, that means that you may also need to be in compliance with their specific requirements when using the core tools of quality (APQP, PPAP, FMEA, MSA, and SPC).  As a result, automotive suppliers are learning first-hand that just covering and knowing the TS itself doesn't meet the internal auditing requirements of the North American Big Three OEM's. The customer's requirements specifically include the core quality tools of the automotive industry: APQP, PPAP, FMEA, SPC, and MSA.
